In exceptional circumstances a landowner may submit an application citing hardship. The hardship criteria is intended to provide recovery support for covenants where:

Capability, or other circumstances outside a covenantor’s control affects their ability to protect or enhance the biodiversity or open space values within a covenant.

Situations where covenants require attention, but the landowner is unable to meet the required one-third contribution (financial hardship) and can provide sufficient supporting information to their QEII regional representative.
The landowner contribution of one-third may be reduced or 100% of project costs may be covered by the Auckland Council Grant for projects determined to meet the hardship criteria. If you are citing hardship, please state in your application if and how you are able to contribute to repair works.
